Building a Strong Affordable Housing Initiative
Affordable, quality housing attracts skilled workers for better business development.
Our workforce needs a place to sleep at night. Serving as a catalyst and accelerator, Strengthening Stark has recently launched an affordable housing initiative to engage leaders across the county to address housing shortages for middle-income workers and their families.
This encompasses households making between $35,000 and $100,000 annually. Studies estimate our community needs 13,000 front doors to support these workers. Nonprofit builders, developers, local governments, and civic leaders are coming together to seek solutions for these challenges.
The Problems are Real, the Solutions are Possible
Stark County families need affordable housing initiatives.
U.S. Census and American Community Survey data shows that 30% of children in the nation live in households with a high housing cost burden. This limits what families have left to pay for other vital necessities, like food, healthcare, and childcare.
Housing instability, defined as moving frequently due to financial pressures, eviction, foreclosure, or displacement, worsens economic, educational, and health outcomes. Nearly 75% of extremely low-income renters are spending over half their income just to keep a roof over their heads.
To combat these societal ills, affordable housing initiatives such as that created by Strengthening Stark have the goal of making affordable homes available to those with low or moderate incomes. These programs, policies, and partnerships help people find the safe and stable housing they need.
- Programs that lower housing costs for people with limited incomes
- Funded by governments, nonprofits, and private partners
- Include rental assistance, public housing, special loans, and shared-equity homeownership
- Serve groups like veterans, seniors, families, and people with disabilities
- Aim to create stable, healthy communities and reduce homelessness
Affordable Housing Benefits us All
Our affordable housing initiative is essential to our area’s economy — not a handout.
Stark County has a residential population of 374,000. In 2025, 10.7% of our population was living with severe housing problems. This impacts all residents and businesses in the region. That’s why we consider affordable housing initiatives as a carefully woven safety net that gently catches families before they suffer the consequences of a personal housing crisis.
Educational and support services nonprofit LifeSTEPS refers to affordable housing initiatives as lifelines for people struggling to keep a roof over their heads, explaining that “when your paycheck barely covers rent, these initiatives become the bridge between homelessness and stability, between constant worry and peace of mind.” Program examples include:
- Rental assistance to help cover monthly payments
- Tax credits that encourage developers to build more affordable units
- Zoning reform to increase the housing supply
- Affordable Housing Initiatives (AHI) to help vulnerable groups such as Veterans
- Buy and rehabilitate existing homes and construct more through development funding
- Tax incentives for affordable housing developers
